Winding a Howard Chronometer

This is a Howard Chronometer with works mfg around 1917 (sn. 1181181). When winding, the mainspring never seems to get tight to the point that winding has to stop. It does feel as though there is resistance when winding, just doesn't feel as though you have gone as far as you can.
