I would say that you have an English, Mantle clock with Westminster Chimes. It is an 8 day clock, meaning you wind it once a week. It will play the Westminster Chimes; like Big Ben. At quarter after, it will chime 1/4 of the tune, at half past it will chime 1/2 the tune, at quarter till it will chime 3/4 of the tune and at the hour it will chime the whole westminster tune, then chime the time.
It is rather Deco in style, so it would have been made between 1920's and 1940's.
