Seth Thomas Eight day strike mechanism

I have a Seth Thomas Pillar clock, eight day with large weights. It runs just fine, but my father did not like to hear the chime, so my mother had it turned off. She has passed on, and I now have the clock and don't know how to turn it back on.

Also, should the large weights BOTH move down to the bottom of the case when it is time to rewind? I noticed the last time I wound it that only one was down.
