One of Three Won't Wind on clock

We have a grandfather clock, sold by Emporer (The Cambridge, Model 350A) with a Hermle 105/199 movement.

The left (chime) and center (time) rachets wind correctly. The right (3-chime choice) rachet will not wind; it came unwound and set the weight on the bottom of the clock (I caught it in time). I cannot make the winding "catch" at all and it will not re-wind and stay.

Purchased new in 1990; no maintenance (ever).
