Middle weight will not go down on Seth Thomas 8 day Grandfather clock with pendulum and 3 weights

We have a Seth Thomas 8 day Grandfather clock with pendulum and 3 weights. My husband wound the clock too tight, now it won't run. The pendulum stops after 3 minutes, clock is level. When moving the clock forward with the minute hand, all of the weights go down, except the middle weight.

What do we look for or do to correct this?
