This is a double weight Vienna Regulator - at a guess manufactured around 1890-1900 'ish. It could be manufactured by Gutav Becker and if you examine the back plates of the clock at the bottom you might find "GB" or an anchor or crossed arrows. The majority of these clocks were made in Vienna with also some being made in Germany. Even with slight modifications having been made to the case it would be very worthwhile to professionally retore this clock to its former glory.
