Can't wind up my mini Welch clock

Dear clockmakers,

I am unfortunate to purchase a wind-up Welch clock that doesn't work. Nothing seems to be broken. The ocillating wheel on the right moves smoothly when I spin it with my fingers but slows down after 3-5 secs. I feel like spraying WD 40 all over it!
