Yard sale find

I bought a clock at a yard sale. The name on the face of the clock says Gilbert 1807. After searching on the internet it looks like a banjo clock.

It was painted over the wood but the face is mother of pearl with gold numbers and along the sides of the clock are long gold metal decorations. Art deco looking.

The clock is not working and I was told it was electric. There is not anything on top of the clock it's just round.

Can anyone tell me the age and if it can be repaired to work again? Thanks.
