New England Clock 218C - Info Needed

I recently aquired a New England clock, model 218C, and I have several questions:

1. This clock has three holes for winding, I know the middle one is for winding the clock movement and one or both of the others are for the chimes, but what is the difference between those two?

2. When it chimes the hour it seems to always chime two times less than the actual hour. For example, when it is 10 o'clock it only chimes 8 times. Is there a method to correct this?

Thanks for any help that can be provided.
