Mystery Woman Clock

I purchased this swing arm clock from a little shop. I have been told it may be a Ansonia clock or from France. There are no markings on it to say who the maker was. On the bottom of the clock it looks like either the number 19 or 61. No one has been able to help me and I would just like to know when and where it was made.
