Mantle Clock

I met a guy who ran an eBay store some years ago; he gave me this clock that he had gotten in trade.

The case is made out of some kind of black stone; the movement is very old with the following markings:

JAPYFRERES & C (it looks like)IE GOE MED.O'HONNEUR
#4949 4 8

There is also some etchings I cannot make out, they look like initials.

Any kind of help with ID and price range would be welcome.
