Grandmothers Clock

I have a Wall Clock from my grandmother. On the back it says Eclipse made by E. N. Welch Manufacturing Co. No. 9302. Can somebody tell me when this was made? I have been cleaning it up and would also like to know what I can do to fix the minute hand on it. Everything on the clock is original.
