Can you help me identify my antique clock?

I have had this over 30 years. It is about 1 1/2 feet high, very ornate, roman numerals on face, below face painting with oyster shell. Below that is a hole for a pendulum. The front is metal, but rest is encased in wooden box. Inside the hole I can read . . . Sales Room, No. 4, Gils____ Buiklding, Cortlandt St., NY City. Manufacturer is Waterbury.

Does anyone know how much it is worth? What kind it is?
